In Utica’s Roscoe Conkling Park, Val Bialas is a city-owned hill that opened in 1954 and is named for Olympic speed skater and parks commissioner Valentine Bialas. A terrain park, restored snowmaking and state funding for a new chairlift have helped revive this in-town hill.
